New features and improvements in Monitor

 - This version implements monitoring of BGP4 prefix counters for Cisco and Juniper
   routers. At this time this works only for IPv4. New variables:

   * bgpPeerAcceptedPrefixes    -- number of accepted prefixes, separately for each BGP peer
   * bgpPeerRejectedPrefixes    -- number of rejected prefixes, separately for each BGP peer
   * bgpPeerAdvertisedPrefixes  -- number of prefixes we advertise to each BGP peer

 - Fixed RamerDouglasPeuckerReducer graph compressor.
 - parameters "snmpTimeoutMs", "snmpRetries" and "snmpQueryMaxOids" were not passed to the monitor via
   RPC call and retained their default values
